Job Summary:

 

·         This position will engage in compliance and program monitoring and professional development activities for grants assigned to Elementary and Secondary Education Act (ESEA) Consolidated Application (Title 1-A, Title I-D, Subpart 2, Title II-A, Title IV-A, Title V-B) to provide equitable access to a high quality education for all students.

·         Occasional in-state and out-of-state travel is required for this position.

 

The Arizona Department of Education currently utilizes a hybrid work environment, with up to two days of remote work (contingent upon business needs).  Candidates should apply with an ability and willingness to work in-office up to five days per week as business needs necessitate.

 

Job Duties:

 

  • Review grant applications to ensure programmatic and fiscal compliance for each Local Education Agency (LEA) assigned to his/her caseload
  • Review and approve LEAs Integrated Action Plan (LIAPs) and Site Integrated Action Plan (SIAPs) and fiscal grant applications to ensure that grant funds are necessary, reasonable and allocable in accordance with all Every Student Succeeds Act (ESSA) program requirements, and that all expenditures are aligned to local IAPs and assist in preparing and completing of administrative and monitoring reports.  
  • Engage in performance management and collaborative monitoring fiscal and programmatic activities to ensure grantees are accessing and expending Title 1-A, Title I-D, Subpart 2, Title II-A, Title IV-A, Title V-B grant resources in accordance with federal and state applicable statutes and programmatic requirements, and that LEAs and Schools are leveraging resources effectively and efficiently to meet local needs and improve local capacities to support student learning outcomes
  • Develop and provide professional learning and technical assistance opportunities through face to face and virtual methods in collaboration with unit leadership, personnel, other ADE program areas, and/or external partners to assist LEAs with the completion of required Comprehensive Needs Assessments (CNA), development of LEA and School Integrated Actions Plans (IAP) and completion of fiscal grant applications for the Consolidated Application
  • engage in a high degree of collaboration with unit personnel, other ADE program areas, and/or external partners to coordinate activities regarding the Consolidated Application and other state plans and initiatives
  • Participate in agency divisional, unit, team meetings, and working groups, as well as other related program activities

 

Knowledge, Skills & Abilities (KSAs):

 

Knowledge in:

  • Every Student Succeeds Act (ESSA), particularly relating to Title I, Part A, Title II, Part A, and Arizona Revised Statutes and State Board of Education rules governing public education
  • Methods and instructional strategies that strengthen the academic program of a school and LEA, and help provide an accelerated and enriched curriculum and a well-rounded education
  • Meet the needs of children who are failing or are at risk-of failing
  • Implementation of a well-rounded program of Instruction, conditions for learning and systems of support to meet the academic needs of all students;
  • Standards and practices for professional learning
  • Program evaluation techniques
  • Needs of special student populations (to include low-income students; low-achieving students; English Language Learners; children with disabilities; children and youth in foster care; migrant students; homeless children and youth; neglected, delinquent and at-risk students; immigrant children and youth; American Indian students and gifted/advanced learners
  • Uniform System of Financial Records (USFR), Education Department General Administrative Regulations (EDGAR), and Uniform Grant Guidance (UGG)
  • A Bachelor’s degree in Education, Public Administration or a related field, or equivalent experience to substitute for the degree, is required

  • Identify and create connections between Title I programs and other federal, state and local programs and initiatives

 

Selective Preferences:

 

Preference will be given to those applicants with experience with:

·         PK -12 education, preferably with Title I and/or Title IV-A programs

·         Delivering technical assistance and professional learning in the design, implementation, and evaluation of educational programs and services

·         Managing federal or state grants, to include fiscal and programmatic management and reporting

Retirement:

 

You will be required to participate in the Arizona State Retirement System (ASRS) upon your 27th week of employment, subject to waiting period. On or shortly after, your first day of employment you will be provided with enrollment instructions and effective date.
