PICACHO ELEMENTARY SCHOOL DISTRICT
CLASSIFICATION TITLE: Business Manager

SUMMARY

The Business Manager manages all operations of the Financial Services Department to effectively support teaching and learning within Picacho Elementary School District. This role is essential in managing payroll, grants, and all school budget lines, as well as reporting to the Board at all Board meetings.

MINIMUM REQUIREMENTS

  • High-level interpersonal skills to maintain effective relationships.
  • Experience in facilitating the development and implementation of a strategic plan.
  • Proven experience in developing and managing budgets.
  • Arizona IVP fingerprint clearance card.
  • Proficiency in office applications such as Excel, Word, etc.

PREFERRED QUALIFICATIONS

·         Bachelor’s degree in finance, Accounting, Business Administration, or a related field.

  • Three to five years of school district financial management experience.
  • Demonstrated experience in financial information systems and accounting software, such as Visions.

ADDITIONAL REQUIREMENTS UPON HIRE

  • Proof of immunity to rubeola (measles) and rubella (German measles), or proof of MMR immunization.

ESSENTIAL FUNCTIONS

  • Develop long-term strategic and business financial policies and procedures in accordance with Arizona Revised Statutes and the Uniformed System of Financial Records (USFR), ensuring compliance by district staff through training and monitoring programs.
  • Compile and analyze monthly and annual special financial reports on district budgets.
  • Recommend actions to ensure compliance with program requirements, maximizing impact to support teaching and learning.
  • Analyze and implement best practices in public financial accounting policies and procedures to improve district efficiency and productivity.
  • Serve as a principal member of the District Budget Review Committee and Budget Development Committee.
  • Evaluate district and state expenditure and revenue formulas; analyze and forecast the impact on the overall district budget; recommend actions to improve the district’s financial position.
  • Prepare and present the annual budget, including all revisions, to the Governing Board.
  • Prepare and present the Annual Financial Report and all revisions to the Governing Board.
  • Understand and evaluate financial accounting software systems; implement changes to the computerized financial system as needed.
  • Evaluate monthly financial statements and prepare and present monthly reports to the Governing Board regarding the district's financial status.
  • Provide periodic financial updates to the Superintendent and Governing Board.
  • Conduct annual performance reviews and evaluations of staff.
  • Perform all other duties as assigned.

  • Visual acuity must not hinder the performance of assigned duties.
  • Verbal communication skills may be required for public contact positions.
