Position Title:  Human Resource Director          
Location:  Administration Building
Reports to: Superintendent
Supervises: No one
Classification: Certified or Classified
Status:  FTE Contract
FLSA: Exempt
Benefits: Yes
Work Year: 12 months
Salary:  Range $77,340 - $87,624


Qualifications

  • Valid Arizona Teaching Certificate.
  • Possess or ability to secure an IVP Fingerprint card.
  • Bachelor's degree in related field.  Master's Degree in HR Administration preferred.
  • Three (3) years' successful experience as a Human Resource Director.
  • First Aid/CPR certified.
  • Valid Arizona Driver's License.
  • Well versed in Navajo tradition and culture.
  • Effective written and oral communication.
  • Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

Skills Needed

  • Strong knowledge of state and federal laws relative to Human Resources that include the Family Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), Title IX, Equal Employment Opportunity Commission (EEOC), State Minimum Wage and Overtime Rules, Teacher Contract Law, AZ State Retirement System (ASRS), Workers' Compensation Insurance, Unemployment Insurance.
  • Strong knowledge of District Governing Board Policies with an emphasis on Section G Personnel.
  • Excellent computer skills; Microsoft Office Suite, virtual meeting platforms, and IEP Pro.
  • Interpersonal, problem solving, and organizational skills needed to facilitate mediation resolution and staff development effectively.
  • Ability to design (individually and in collaboration with others) high-quality professional development for instructional and administrative staff.
  • Experience in the various platforms used to communicate to stakeholders.
  • Ability to support personnel at all phases of their careers from novice to veteran through targeted professional development.
  • Sets standards for professional throughout the District.
  • Experience in developing and managing job descriptions.

Essential Duties and Responsibilities

  • Human Resource Director is a forward thinking and innovative individual with emphasis given to workforce entry and retention programs by offering employees professional development and other training to enhance their skill sets.
  • Responsible for providing leadership in the coordination of the District's staff planning, evaluation, recruitment selection, orientation, compensation programs, and retention incentives.
  • Provides day-to-day support to staff members.
  • Reviews applications and bet candidates to determine the best qualified person for the position.
  • Manages the interview process, develops interview questions, and appoints interview committee members.  Prepare board agenda items for new hires including letters of recommendations from the interview committee.
  • Manages the recruitment and onboarding processes for international teachers.
  • Responsible for maintaining personnel records.
  • Collaborates with the Payroll Specialist on employment matters.
  • Collaborates with the Finance Director on Employee Health Benefits Plans.
  • Manages the Educational Services (ESI) Substitutess and the Retire/Rehire programs.
  • Manages the IVP Fingerprint Clearance Card required  for employment.
  • Monitors the teacher and other staff certifications to ensure all have valid certificates on file with the Arizona Department of Education and have proper certification relative to their position.
  • Responsible for the issuance of all district contracts and supplemental pays.
  • Participates and serves as a mediator in the management of employee disciplinary matters.
  • Works with the Finance Director for developing the Human Resource budget.
  • Works cooperatively with District office personnel, administrators, staff, and IT Techs.
  • Prepare and submits required state and federal reports.
  • Responsible for ensuring employees receive Arizona School Risk and Retention Trust training.
  • Prepare and submits the Elementary-Secondary Staff Information Report (EEO-5).
  • Collaborates with Principals to ensure the Teacher Information Accountability Report (TIA) is submitted and is updated as needed.
  • Develop and maintain the employee handbook.
  • Maintain a working knowledge  of current human resources management software.
  • Participates in continuous professional development to enhance the ability to support the needs of the employees.
  • Required to attend the Governing Board Meetings, and report on employee vacancies and pending interviews.
  • Meeting the diverse needs of all employees of all employees including those requiring special accommodations.
