QUALIFICATIONS & REQUIREMENTS:
Education & Experience:
- BA or BS in Business/Accounting or equivalent subject area required.
- Must possess one of the following:
- An advanced degree (master's degree or greater) in accounting, finance, or a comparable field
- or a license as a Certified Public Accountant
- Three years of experience in school finance and budgeting.
- Two years of supervisory experience preferred.
Knowledge, Skills & Abilities:
- Ability to communicate effectively verbally and in writing.
- Knowledge of accounting principles and practices.
- Knowledge of federal and state laws governing school district finance.
- Knowledge of school district procurement.
- Knowledge of school district adopted and revised budgets and annual financial report.
- Ability to apply common sense understanding to solve practical problems and deal with a variety of situations.
- Ability to deal effectively with matters of confidentiality.
- Ability to work cooperatively and courteously with staff, students, parents and community members.
- Knowledge of applicable Federal and State laws, district procedures and Board policies.
- Ability to handle confrontation and conflict without an emotional response.
- Skills in time management.
Essential Duties & Responsibilities:
- Responsible for all aspects of the financial operation and administration of the District Business Office.
- Prepares statistical reports and prepares budgets as requested by the superintendent and Governing Board.
- Coordinates the preparation of the budget for adoption and revisions as required in compliance with State requirements.
- Completes the Annual Financial Report and the Audited Comprehensive Annual Financial Report.
- Audits all student and auxiliary account expenditures and co-signs all checks.
- Responsible for preparing for district override and bond elections. Works closely with district administration and maintenance director to develop and monitor annual bond and capital programs.
- Responsible for all the insurance plans of the district. Works closely with the insurance consultant in preparing bids for district property, auto, liability, and worker's compensation insurance as well as insurance for personnel who includes major medical, health maintenance, dental, life, and long term disability.
- Coordinates property control and inventory of general fixed assets and equipment owned by the district.
- In charge of procurement activities of the district to include issuing bids/RFPs, maintaining vendor databases and systems to comply with school district procurement regulations.
- Oversees food service operations.
- Participates in the District meet and confer process.
General Information:
Responsible for planning, maintaining, directing, and controlling the programs for budget, accounting, procurement, payroll, liability insurance, warehouse, food service, and federal and state audits for the district. Duties include monitoring and reviewing the preparation of reports for all fiscal matters and advising district officials and administrators on matters pertaining to budget and finance.
