Job Description:
Responsible for managing the finance and account of the school Developing and managing the schools’ budget, overseeing procurement processes, ensuring compliance with educational regulations as well an State and Federal regulations.
· Supervise the management of the financial affairs of the district.
· Assume responsibility for budget development and assist in long range financial planning.
· Establish and supervise a program of accounting adequate to record in detail all money and credit transactions in accordance with the Uniform System of Financial Records of the State of Arizona.
· Approve for financial purposes, and code, all purchases made by the district, as budgeted
· Supervise payroll and HR clerk for the district.
· Supervise accounts payable clerk for the district
· Supervise the distribution of legal budget funds
· Manage the financial areas of the district real estate and insurance programs.
· Supervise the financial areas of the district supporting services (food services, federal programs, etc.)
· Administer a budget control system for the district.
· Maintain financial and depreciation reports for property and equipment inventory system.
· Act in conjunction with the Superintendent on all questions relating to the business and financial affairs of the district.
· Reconcile accounts with the county treasurer and county school office.
· Prepare and present the annual budget and all revisions to the Governing Board
· Prepare and present the Annual Financial Report and all revisions to the Governing Board
· Develop long term strategic and business financial policies and procedures in accordance with Arizona Revised Statutes and the Uniformed System of Financial Records (USFR) and ensure compliance by district staff through training and monitoring programs.
· Compile and analyze monthly annual special financial reports on district budgets.
· Participate in recruiting and hiring all clerical, financial and support personnel in the district office.
· Train, supervise and assist in the evaluation of all clerical, financial and support personnel in the district office.
· Work with auditors during all audits of school accounts. (Point of contact- main person)
· Assist in, or oversee, bidding procedures as outlined in the bidding policy.
· Evaluate monthly financial statements and prepare and present monthly reports to the Governing Board concerning the financial status of the district.
· Serve as backup for the secretary to the Board of Education.
· Act as custodian of all records, including contracts, titles, books of records, etc.
· Act as custodian of all district accounts and ensure monthly reconciliation
· Attend such conferences as necessary to keep abreast of the latest financial procedures.
· Prepare State reports, as required.
· Render a full annual report at the end of each fiscal year.
· Prepare and maintain all documents in relation to ERATE.
· Prepare and maintain all documents relating to Medicaid program.
· Act as TUSD liaison with appropriate governmental agencies.
· Maintain an accurate account of all fixed assets
· Other duties as assigned.
