Job Description:
ESSENTIAL FUNCTIONS
1. Support HUSD Vision, Mission and Goals.
2. Member of Superintendent’s Cabinet.
3. Oversee the Finance department with the assistance of a director.
4. Oversee the Maintenance and Operations department with the assistance of a director. Assists with construction projects i.e. bids, financial reports, and planning.
5. Oversee the Food Service department with the assistance of a third-party vendor.
6. Oversee the Transportation department with the assistance of a director.
7. Oversee the Information Technology department with the assistance of a director.
8. Oversee the Higley Center of Performing Arts with the assistance of an assistant manager.
9. Prepares and monitors the District’s Annual Budget, CAFR (Comprehensive Annual Financial Report), AFR (Annual Financial Report), and other statutory budgeting reports and requirements.
10. Responsible for all Arizona Department of Education financial reporting and reconciliation requirements. (i.e., proposed and adopted expenditure budgets and all revisions, revenue budget, and annual financial report).
11. Administers the finance and accounting systems in conformity with the practices and procedures of the Governing Board and in accordance with generally accepted accounting principles, U.S.F.R. (Uniform System Financial Reports) and Arizona Revised Statutes.
12. Maintains effective relations with Arizona Department of Education, Auditor General, Maricopa County Treasurer’s office, Maricopa County Education Services Agency, and external auditors.
13. Maintains effective relations with school and department administrators and meets regularly with them to review site budgets and cash balances.
14. Maintains membership in professional organizations such as Arizona Association of School Business Officials to stay abreast of proposed legislative changes in school finance and their impact on Higley.
15. Supervises and evaluates staff. Assists in recruitment, training and supervision of capable staff for various departments.
16. Provides district administration, staff, and the Governing Board with detailed financial reporting and budgeting information.
17. Maintains effective communications with District staff and the community, meeting with various constituent groups as needed to receive or convey information.
18. Continuously observes, reviews and evaluates the various financial services department functions and methods and offers suggestions for improvement to the Superintendent.
19. Investigates reported occurrences of fraud, embezzlement, theft, waste, etc., and recommends controls to prevent or detect such occurrences.
20. Conducts special reviews requested by management through the Superintendent.
21. Issues a written report at the conclusion of each audit and distributes as appropriate.
22. Assists the Superintendent as a member of the Meet and Confer Team.
23. Assists the Superintendent on bond sales, issues and preparation of the POS (Public Offering Statement) and related documents for each issue.
24. Prepares, as necessary, information for voter information pamphlets for override, capital outlay override and bond elections.
25. Attends as a representative of the district the benefits provider(s) meetings and communications issues and concerns to the Superintendent and Cabinet as necessary.
26. Provides oversight of monthly reconciliation for grants management.
27. Provides an oversight of electronic timekeeping system.
28. Attends all board meetings, provides requested information from the board and community, and presents all budget information throughout the year.
29. Performs all other duties as assigned.
MINIMUM QUALIFICATIONS AND REQUIREMENTS
1. Bachelor’s degree and a minimum of five years of finance and budget required.
2. Proven supervisory experience required.
3. Ability to travel from site to site, to off-site meetings, and possible in state and out-of-state travel.
4. Must pass background and reference checks as stipulated by District standards.
5. Must have valid IVP Fingerprint clearance card.
6. No convictions for felonies or crimes against children.
PREFERRED QUALIFICATIONS
1. CPA and/or auditing experience in school districts preferred – CFE (Certified Fraud Examiner).
2. Master’s degree in business management, Accounting or Finance with an undergraduate emphasis in Accounting preferred.
3. Understanding of governmental/fund accounting and generally accepted accounting principles for governmental entities preferred.

Salary range: $116,106 - $162,571
TOTAL PAID HOLIDAYS: 21
